On February 1,President Bush announced the New Freedom Initiative - a comprehensive program to promote the full participation of people with disabilities in all areas of society by increasing access to assistive and universally designed technologies, expanding educational and employment opportunities, and promoting increased access into daily community life.

Promoting independence through increased use of assistive technology has been a goal of federal programs and policies, Emerging technologies in support of the new freedom initiative book with the pas-sage of the Americans with Disabilities Act over a decade ago, and contin-uing with the Assistive Technology Act, and President Bush’s New Freedom Initiative.

The President's New Freedom Commission on Mental Health (called the Commission in this report) is a key component of the New Freedom Initiative. The speed at which we identify problems and come up with new solutions is incredible.
